Consent to Establish and Consent to Operate

State Pollution Control Board consents under the Water Act, 1974 and the Air Act, 1981: CTE before you build, CTO before you produce.

Who needs it

Almost every manufacturing unit. The plant's category (red, orange, green or white) decides what is required and how long the consent remains valid. Expanding capacity needs a fresh or amended consent.

What we do

  • Confirm your plant's category and requirements
  • Prepare the CTE application with project details
  • Prepare the CTO application once the plant is ready
  • Answer board queries and coordinate inspections
  • Handle expansions, renewals and annual returns
  • Manage queries on the state board's online portal

Documents usually needed

  • Land documents and site plan
  • Plant layout and process description
  • Water consumption and wastewater details
  • Effluent and emission control arrangements
  • Project cost certificate
  • Groundwater NOC, if applicable
  • Industry registration details
  • Authorisation and ID documents

How it works

  1. Category checkWe confirm the category and consent conditions.
  2. CTEFiled before construction; fees paid at actuals.
  3. BuildYou construct with the CTE conditions in place.
  4. CTOFiled before production, with inspection if scheduled.
  5. RenewalWe diary validity, annual returns and renewals.

Requirements differ by state, plant category and capacity, and departments revise them from time to time. We confirm the current requirements for your plant before filing.
